Dubai Municipality adopts Property Manager System in collaboration with Dubai eGovernment

System to automate management of 4,237 real estate units

Dubai eGovernment has announced that it has integrated the Property Manager System within the Government Resource Planning (GRP) system used by Dubai Municipality’s Asset Management Department-Investment section. The department oversees the development of assets, properties and related resources within the municipality.
The GRP system is offering the Property Manager System in its capacity as the department responsible for providing shared solutions and applications for managing government-related financial, logistic, administrative, and human resource operations within the local departments of the Dubai Government. GRP provides a framework of overall integration with all planning units and systems in areas such as payroll, payments, inventory and asset management.

Property Manager System’s benefits include the automation of property leasing transactions such as application or renewal of lease contracts, transferring of applications to a third party, and the migration of rental, property and client data to a new and highly accurate system. The migrated data covered 2,542 clients, 3,395 lease contracts, and 4,237 real estate units.

“Our deployment of the Property Manager System at the Dubai Municipality reflects our full cooperation with government bodies. It also affirms the important role of Dubai eGovernment’s shared systems in maximizing government resources and sustaining the success of the GRP system. This cooperative effort supports the enhancement of eServices and transactions covering property management and service integration in a manner that complements the goals set by the Dubai Strategic Plan 2015. Such initiatives promote excellence within government and enable public sector employees to efficiently perform their tasks, thus advancing government services that meet the highest international standards,” said Ahmed Bin Humaidan, Director General of Dubai eGovernment.

“We would like to emphasize our commitment to coordinating with Dubai’s government bodies and departments in order to further centralize eServices in accordance with the aims of the eGovernment initiative. We intend to raise the level of internal efficiency to ensure high-quality services that ease the lives of citizens, residents, visitors and tourists and reinforce Dubai's position as a leading regional and international economic hub,” he added.

Bin Humaidan noted that Dubai eGovernment relied on the expertise of local government personnel and the cooperation of the Dubai Municipality IT department to implement the system in a manner that further promotes electronic integration, optimizes the use of human and financial resources, and saves time, effort and money.

Meanwhile, Hussain Lootah, Director General of Dubai Municipality said: “Our adoption of Dubai eGovernment’s Property Manager System is a vital step towards our mutual goal of upgrading services and infrastructure in order to reinforce Dubai’s standing as modern city and a leading regional and global economic, cultural and social destination. We have total confidence in the capability of the new system to efficiently facilitate leasing transactions. This partnership has motivated us to exert extra effort to collaborate with Dubai eGovernment in developing solutions and high-quality services in line with the vision of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, of establishing an integrated, knowledge-based community.”

The GRP system provides the electronic infrastructure needed to achieve integration among Dubai’s government departments and bodies under the emirate’s vision of electronic transformation. The system covers the following areas: financial systems, HR administration systems, payroll systems, supply chains, asset administration and shared services system for staff management, in addition to the added-value systems such as eJob portal eLearning administration. These systems accommodate numerous eServices for the Dubai Government’s around 68,000 employees, such as presenting administrative applications, monitoring leaves, communicating with superiors, and facilitating collaborative work. These services also enhance the practical knowledge of employees, thus raising their professional experience and expertise.

Dubai eGovernment to highlight its eJob platform at Careers Show 2009 along with 13 government entities

Dubai eGovernment is currently showcasing its eJob search and recruitment system and other automated public services during the 9th annual Careers Show which runs from March 29 to 31, 2009 at the Dubai International Convention and Exhibition Centre.

Thirteen government entities are participating in the fair under the Dubai eGovernment umbrella. These include Dubai eGovernment, Dubai Statistics Centre; Dubai Center for Ambulance Services; Dubai Department of Economic Development; Dubai Electricity & Water Authority, Mohammed Bin Rashid Establishment for Young Leaders, Awqaf and Minors Affairs Foundation; Dubai Civil Aviation Authority; Dubai Public Prosecution; Mohammed Bin Rashid Housing Est.; Dubai Municipality; Dubai Financial Audit Department; and Dubai Judicial Institute.

“We are pleased to be joining the 2009 edition of the fair as a full-fledged government department, which provides us with greater flexibility to promote our electronic services. We want to emphasize our online employment search and recruitment offerings, which complements the regional efforts to rationalize and further boost the UAE’s job markets. We look forward to launching the careers of deserving candidates, especially UAE national jobseekers,” said H.E. Ahmed Mohammad Bin Humaidan, Director General, Dubai eGovernment.

eJob, is an updated version of the online recruitment portal of Dubai eGovernment’s centralized job search portal. The system provides an electronic platform for job seekers and recruiting departments to interact. Both full-time and part-time jobs are offered by the online service.

“Dubai eGovernment is a central component in the Emirate’s goal of becoming a digital society. It is very fitting that one of our initial activities as a new government department, is to assist in employment, which reflects our important role in both social and economic development. We invite the citizens of UAE to explore and take advantage of the various services we offer,” concluded H.E. Thani Abdullah Al Zafeen, CEO, Dubai eGovernment.

Dubai eGovernment was formally declared a full government department by H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, under Law no 7 of 2009. Dubai eGovernment manages more than 2,000 services after starting with an initial set of 14, thus making Dubai one of the few governments in the world to provide fully integrated electronic services to its citizens, residents and businesses.

Users can request information in Arabic and English by sending SMS to mDubai’s 4488

Dubai eGovernment has announced that it is offering instant information on DSF 2009 events through mDubai, the innovative channel it offers for communication between the public and government departments via SMS.

Users can either get information on 5 random events of the day or request for specific events of the day. To request information in Arabic for 5 random events, users need to type DSF A and send it as an SMS to 4488. The same information can be received in English by typing DSF E.

For information about DSF events taking place in specific locations, a user should send an SMS stating the category type to 4488. For example, to know the schedule of events taking place in The Walk Jumeira Beach Residence in Arabic, a user only needs to type “DSF A WALK”. To receive the same information in English, the user should type “DSF E WALK”. Other category types include, SIGN for signature events; SEEF for Al Seef Road events; FREEJ for Freej Activities; SHOWS for Performance & shows; FAZZA for Fazza Championships and CONCERT for concerts...

“The ability to receive information on the move has assumed vast significance in today’s fast paced life, which makes our mDubai service extremely popular among Dubai’s residents. With a wide range of DSF 2009 activities taking place across Dubai, it will benefit tourists and residents immensely if they can get information about these events by just sending an SMS,” said Moza Al Akraf, Acting Director of eServices, Dubai eGovernment.

The mDubai service is one of the most frequently used synergistic services of Dubai eGovernment. During the past year, more than 50 thousands pull messages were received and around 40 millions push messages were sent via SMS. The most frequently Push messages last year included health card expiry notifications; traffic on roads; driving test notifications; traffic fines notifications; opening and closing timings of bridges; trade licence expiry notifications and payment voucher notifications.
The most widely availed Pull messages included fines enquiries from Dubai Police; flight information from Dubai Civil Aviation Authority; Prayer timings from Islamic Affairs & Charitable Activities Department; transaction status inquiries from Dubai Economic Development Department and daily event schedule inquiries for Dubai Summer Surprises.
